Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are conducted: hopeful statements are issued from various governments. Significant resources is allocated on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "peace".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is able to track missile launches from enemy soil, a capability enabled by timely intelligence. From witness perspectives, military aircraft that had been dispatched to intercept incoming aerial threats flew past – modern combat jets supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, probably supplied through allied countries. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to sober acceptance: perhaps the hostile projectile won't cause damage this time, preventing destruction from ruin and another blackout.
Persistent Threats
Soon after, a heavy machine gun opened up on a drone close by, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the shots failed to hit the hostile drone – it maintained course toward its target.
With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still went about their day – living the war. But those full day illustrated Ukraine's critical military reliance on Western support – a need that regional partners are evidently unprepared to fill in the short term.
Failed Diplomacy
The detailed framework from American leadership provoked deep reactions, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new approach from US leadership adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This trend will, undoubtedly, endure.
Tactical Assessments
It is convenient to criticize certain parties of consistently pushing Kremlin's demands. But that does not seem to be the whole story. Washington works based on a assumption familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is unrealistic to force Russia to abandon the land that it already controls in Ukraine's occupied territories.
The problem is that while recognising this factual reality, American administration does nothing to deter Moscow, through words or deeds, from assuming that the current condition will not change more in its favour in the near future.
Divergent Views
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing civilians and areas but avoiding a complete military breakdown until circumstances change in its favour.
Present Conditions
Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: personal goals to mediate resolution and secure international recognition, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their mission will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.
These opposing factors are driving the talks.
Summary and Prospects
It took a just a single week to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new plans based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
