This incident caused the temporary shutdown of the CTA tunnel and the T3 parking area.

An additional two individuals are now in custody related to a theft at London's Heathrow Airport in which 21 people sustained injuries by a substance believed to be pepper spray, according to law enforcement.

A man, 24, was taken into custody in the Lambeth area on suspicion of robbery and assault and a 23-year-old woman was detained for suspected conspiring to commit a robbery. Both individuals remain in custody, authorities confirmed.

The arrests come after an investigation into an attack at the multi-level parking garage at Terminal 3 on Sunday. Prior to the attack, two women had stolen from them their luggage after getting out of a parking garage elevator.

A toddler aged three was among the those hurt in the event. Five people were taken to the hospital for treatment and were later discharged.

Police detained a man in his thirties for suspected robbery and assault close to the location. He has since been released pending further inquiries while inquiries continue.

Police were called at approximately 8:10 in the morning GMT after reports came in regarding a number of individuals injured by a noxious substance believed to be an irritant spray.

The attack - which police said was isolated and not being treated as terrorism - resulted in delays to rail services and the temporary shutdown of the main airport tunnel and the Terminal 3 car park briefly.
